They are called "legendary" as if this is supposed to make them more fantastical or mythical than other monsters but the simple truth is that their purpose is to serve as boss monsters that take on the party solo just like the "solo" monsters in 4e. You cannot just mow throw them in droves like other monsters, but I hardly think that qualifies as "legendary." Stop equivocating and just call them "bosses."
To make matters difficult is that their "legendary" powers, even if otherwise campaign-breaking or mean-spirited or ill-thought, do not scale with the number of participants in the party.
But rather than try to critique further or devise a method of salvaging, I will just point you to some links I found after a few seconds of searching on google. Whether something is mythic or legendary is really a matter of how the GM presents the world, not any arbitrarily defined game rules.
